Play as Fongling for a majority of the main game

To play as Fongling for a majority of the game (rather than control her for a little bit), beat the game once on any difficulty mode (So Sweet, Recommend, Extreme) and then when replaying a new game from the same save file, select YES when prompted, and then you'll start as Fongling. The game remains exactly the same as if you were playing the game as Bruce.
