Depends on how you look at it

If Capcom would have changed the character's names, changed the title, marketed this game as the first game in the beginning of it's own franchise and didn't associate this at all with Resident Evil, I believe it could have been a smash hit. However, calling this a Resident Evil game makes it a major disappointment because it's an even larger departure from the series than Resident Evil 5. It's no longer Survival Horror and is instead of the "stupidly annoying action" genre. Don't get me wrong, overall it's a very entertaining game, but it could have been so much more (or less) than what it ultimately ended up being.
