EA stepped up their game (New Title, New Engine), but did not step up all the way to their former nemesis as far as the Colege Basketball Genre is concerned.
As an avid gamer and administrator of a gaming site (Furious Gaming - Community :: fg-c), I beleive that the migration over to the only source of college basketball in 2008/09 has been unsettling.
Beyond the obvious, I would have to say that EA has at least improved their previous offerings. As a die-hard fan of EA's NCAA College Football, I can only hope that the future is bright for NCAA College Basketball.
As for now, I will enjoy the current offering for what it's worth, and if the competitor(s) fail to return to this Title Genre, all I can say is buckle down your seats and try and enjoy the ride that is the EA Monopoly Train.

This game was not as good as i expected it to be. The graphics are nothing to get excited about. The controls are ok but when you try to drive to the basket you can hardly ever get by your defender. The franchise mode isn't good. The teams schedules are generated at random and you don't play the correct teams. I expected more out of this game as other 09 games were very good. (ex: Madden 09, NBA 09) Overall I didn't think it was worth buying.
You can tell this is the only college basketball game this year and EA Sports knew they didn't have to compete with anyone. This is, by far, the worst NCAA basketball game in years. There are glitches, bad recruiting, bad gameplay, and bad simulation. The 2009 Final 4 at the end of my first season was Alabama A&M, Indiana State, New Mexico, & North Carolina A&T. Enough said. What a disappointment!
