Let me start by saying if you're looking for a plot, any plot at all, this game's not for you. There's very little in the way of development. This is due to the open nature the game. And I mean really open: your only restrictions are your own resources and strength.
Nonetheless, it comes with many RPG standards: you have a world map, towns, and dungeons. You buy items and equipment, and upgrade them, and make new ones with stuff you find. Combat is turn based-one character goes, then the next in-line, etc.
The games main draw, however, is the tank system. You aquire vehicles, which range from innocent looking traffic to full blown heavy artillery carrying death machines. The vehicles are more or less entirely seperate characters: they have their own equipment system, full of options to choose from, so it's not as simple as buying the strongest stuff (usually). And, unlike in many other games featuring mecha, you can continue fighting on foot even if your vehicle is out of comission.
There are also many distractions for your gaming needs. Minigames abound, you can hunt down outlaws for cash, and even send furniture and clothing to the special girl in your life (or, if you're greedy, to yourself).
In the end, though, the most enjoyable part of this game is the utter strangeness. Missles bouncing off a person's body armor? Sure. Dogs with laser cannons on their backs? Why not? A pair of stocking clad legs supporting a missle launcher? Well, you get the point.
The music is pretty good, the sound is alright. No voice acting, which is a plus or a minus depending on how you look at it.
There are some flaws in the game, however. Difficulty can be a bit unbalanced, and the game gives you very little instruction to start out. Open ended means it's easy to accidentatly wander into an area too strong for you, and again, plot is virtually non-existant.
I gave the game a 7/10. Enjoyable, but not for everybody.
