Well, I liked it.

I loved the rush games on 64. They went all hip hop on this game. Now it has real traffic and cops and stuff. Basically isn't the same rush anymore...
Either way, I found the game enjoyable. I don't think the hip hop hurts the game at all, if not just adds to it. While it does get repetitive, it's fun to go rather fast with no consequence while 8 or more SUVs try to kill you like a team of football players.
The graphics are a mixed bag. The cars look great (but not as good as Burnout) and the environments are ok. The civilians and their cars really suck though.
The game play is just drive around GTA style (minus getting out) looking for missions. Races are actually really easy, you can pretty much crash your way through everything and still win. Racing wise, the AI sucks.
However, when you have to take one of your vehicles back and get to point B without being destroyed, the AI becomes surprisingly good. Same with cops. They will box maneuver you and stuff. They obviously don't care about damaging their own vehicles, though... That all said, the game is fun! For me anyways. I found it enjoyable.
The game uses real music; hip hop, rock, and techno. You have to pick only one of those though, you can't have all 3, which I thought was lame. The game supports your xbox soundtracks.
No issues with control, I don't think the game rumbles enough though.
In conclusion, I think this is worth a fair chance to rent through gamefly. Don't expect another San Fransisco Rush though.
