I think this games leads up to it's expectations. The graphics are superb! I love the storyline although the ending was very sad. I love that you get to investigate the clues and interview/interrogate people. "Promotions are excellent, Demotions arn't :(" I didn't really have the time to do the car hunt though. The game gives you clues to what will happen in the future such as revealing the main antagonist(which you won't know until he's dead, His voice is really cool) I love the fact that Rockstar changed it's perspective to a cop where you are fighting to protect the law whereas in the other games you are a killer on the loose, fighting for drugs, money, etc. The point isn't to shoot your gun as cops would. It is to investigate like detectives do. I really hate that the game came to a sudden ending meaning they won't make a 2nd part to the storyline. It'll probably a different person in a different state/city. They should make another game like this and I personally think it should be in Washington D.C. since it fits the point the of the game. Sorry, but moving on, I think this game deserves a 10. The only things I say that are against this game is the ending.
This is one of the better games I have ever played period. It starts good and only gets better. Although I did feel the highlight of the game was when you worked Homicide which actually happens in the middle of the game.
There are some items that keep it from being 10 for me however. Parts of the game do get slightly repetitive (but that is to be expected). My main frustration was that in cases where you have multiple suspects you can only get 5 stars by arresting a certain person and that is even if they have less evidence against them. In the end sometimes it is irrelevant if you arrest the correct person as long as you guess the one your superior wants you to charge with the crime you will be fine.
Decent story to the game overall, although nothing great. But an entertaining 20 or so hours of gameplay.
