Liu Jiuan (Jet Li), China's top government agent, is sent from to Paris from Shanghai on a top-secret mission. Jiuan is charged with helping Richard (Tcheky Karyo), an unconventional police official with a small army under his command. Things quickly spin out of control when Richard double-crosses his would-be assistant. Trapped in a vast, deadly conspiracy and accused of a murder he didn't commit, Jiuan's on the run in city far from home. His only ally is Jessica (Bridget Fonda), an American forced into prostitution by Richard. The two must uncover the truth and escape the traps set by a cunning and ruthless enemy. Along the way, Jiuan makes a surprising pledge to Jessica - one that threatens to jeopardize his career and might even take his life.
