Don't trust the average rating, Killer7 is very good for the kind of game it is. It's a hybrid shooter and adventure game, almost in a survival horror vein in the nature of the puzzles and the freakiness of the enemies.
The graphics are highly stylized, making for a very comic book or anime look. The story is mind-bendingly mature, and you really have to pay attention and think about what it's trying to tell you, or you miss out on much of the point of the game.
I say the game is not for children, and not because of the violence, but simply because a child will not understand the intricacies of the storyline and interplay of characters, and the meaning of the stylistic choices the writers made.
It may feel restricting, running on rails, but the visuals wouldn't work with a traditional free roaming camera. You'd never get the creepy camera angles and surreal effects otherwise.
If you're expecting a Halo clone, pass it up. Play it for the story and the disturbing plot, more than anything else.
