I'll say this right up front: this game is not for kids. It's rated M due to all sorts of comedic content your mother wouldn't approve of, but if you're a grown-up nostalgic for a pure and simple fighting game then this game won't disappoint!
Yes, the plot is basic and without frills, but the charm of this world more than makes up for it. In what other game are moves like "Pimp hand" and "spanking!" allowed for both you and the enemies, thinly-veiled playboy magazines boost your attack meter, and venomous chihuahuas are a national threat? Yeah, not a world mom would approve of, but still pretty funny and awesome once you get into it.
This game chooses not to stick you with endless button-mashing combos instead allowing you a customizable move list for each button to make pulling off favorite moves and combos very easy. It also lends an air of strategy to the game and you will find yourself rearranging move lists to handle difficult bosses with greater ease.
The graphics are clear, colorful, and easy to work with. Many of the bosses are parodies of archetypes found in other fighting games (the big fat cocky guy, the band of costumed heroes, the sexy near-nude female, ect) making guessing what is being parodied this level fun, even if you're going to have your butt handed to you over and over. The difficulty of this game is pretty brutal, but it just makes beating up the ridiculous bosses that much more satisfying.
My only real gripe is that the between-levels optional casino is extremely hard. I've played a lot of games with blackjack and video poker in them and never have I seen such brutal hands on the dealer! Sure, you can skip the gambling, but the easiest way to boost your stats is to gamble, so sometimes it's almost unavoidable.
So, if you want a good old-fashioned beat-em-up with a crazy adult-oriented world and hilarious moves, rent this game or better yet, buy it! But, if you care more about plot or licensed characters you may want to skip this one.
