Bethesda really got it right, creating the most expansive off-line gaming universe ever. This is still the best release for PS3 to date. It has more storyline quests, side quests, hidden gems, and leveling options than you can shake a stick at.
Join factions and guilds (Mages, Thieves, Fighters, Dark Brotherhood), become a Knight of the Nine, become champion of the Arena, complete the Daedric quests, plunder ancient temples for artifacts and gems, hunt vampires or become one, find religion, experiment with alchemy and weapons creation, venture to the Shivering Isle, build your character through leveling, wealth, interaction, and karma. There is just so much to do.
This is a game that I have played for two years now and still have reasons to come back.
Also, if you liked the gameplay of Fallout 3, much of it was re-created from Bethesda's work in Oblivion.
