Tropico 4 takes much of what worked in previous editions and expands on it. It maintains its fun, addictive gameplay, while adding different challenges. It's not a perfect game, though, but its many pluses more than compensates for its flaws.
Pros:
Fun, addictive gameplay
A revamped "traits" system.
No longer required to have 2 negative traits
More industrial buildings to build.
More tourist options
Wider variety of options when creating an avatar
More missions for your island, including opportunities to get money from and praise from countries other than the US or USSR.
Ability to help modify island conditions through buildings such as horticulture center
Ability to "import" raw materials to your island
Ability to build and select your own 'council of ministry'
Cons:
Graphics aren't that much better than Tropico 3
Required to have an "account" to sign in and play
Voice acting is still repetitive and slightly annoying
Still no way to create a bridge if you have multiple land masses on your map.
Overall:
Very fun game. There are some slight drawbacks to it (I REALLY dislike needing to create an "account" to play a game that isn't an MMO), but overall there are enough new things in Tropico 4 to make it a very fun, and worthwhile, experience. I especially love the addition of "missions" within the campaign that give you extra effects and bonuses.
Note: I haven't tried any of the expansions, though, so I don't know how they care.
