The creators had a decent idea in mind for the game. The user gets to create a prison then run it. The execution, however, is less than satifactory. The is no tutorial or guide which tell you what the heck you're supposed to do. Initially, you can get by without any instructions. Then things start to happen that you don't have any control over. Prisoners escaping and you can't stop it, and just generally buggy. I've played flash games with better coding.
