When you first play, its a little wierd you want to give the prisoners the best so you spend a bunch and you end up going bankrupt. The key is to start small with the essentials. Housing, cafe`, office, security, activity, work. After you progress, add another security building and your security level will go to med. It opens up a bunch of stuff, new cafe, work building, housing etc. more inmates and more work means more money. Start out slow and work your way up it takes a little while but it really is a tricky challenge. I've tired/ trying, to make it up to high security level without, escapes and riots. Have fun if your into challenging games with an interesting goal haha. P.s. the hospital wait on it till your inmates start getting sick it will save you money and the education get it when you hit med security.
