Originally, I had similar problems like in the other review, but I messed around with a few things and it seems to run fine now. First, I went into the properties of the game and set compatibility mode for Windows XP SP 3, disabled the visual themes and desktop composition (also worth mentioning I'm running Windows 7 32-bit), also I checked the box that says 'run this program as administrator'.
Now once I started the game up, I made sure vsync was off, lowered all the graphics settings to low, and set the resolution to 800x600. Will it be the greatest looking game after doing this? No, it won't, but at least it should run smoothly now. Keep in mind that because I made all these changes at the same time it's possible some of them were unnecessary, but the game ran fine afterwards so I didn't bother to find out which settings really made the difference.
