Despite what it lacks, it's still fun.

If you liked FF XIII, then you'll probably like this one. Since it's a sequel, it's pretty much the same game with different characters. I didn't think the graphics were really THAT improved from the first one, the story line is weaker, and the customization system feels somewhat less than XIII's (yeah, you can capture and upgrade monsters but it's really not as cool as it sounds). That being said, it's still a fun game to play. The extra fetch missions and places to explore make it feel less linear than its predecessor and the real-time fight system carried over from XIII puts an emphasis on strategy. You can either win a fight in a few seconds, or lose one if you're not trying.
And no, it's not FF VII, make your peace with it people. If you want to play VII, then get a ps1. There's entirely too many reviews from people who just want Square to remake FF VII and refuse to accept anything that deviates from that agenda. It's been over 15 years since Aeris died, get over it.
Final Fantasy XIII-2 is a solid and fun, albeit forgettable, addition to the series.
